An original image obtained by imaging and a rotated image obtained by rotating the original image are made to be evaluation images. For each of the evaluation images, an inclination of the evaluation image with respect to an axis parallel to a plumb line in the image is evaluated. According to the evaluation result, the original image is rotated/corrected so as to reduce the inclination. More specifically, the horizontal edge components of the evaluation image are calculated in a matrix state and the magnitudes of the horizontal edge components are projected in a vertical direction so as to calculate a vertically projected value QV[n]. The original image is rotated/corrected in the direction to increase the magnitude of the horizontal-direction high-hand component of the vertical projection value QV[n]. The same applies when a horizontally projected value QH[m] corresponding to vertical edge components is used.
