<p><P>PROBLEM TO BE SOLVED: To encode large capacity data without lowering processing efficiency. <P>SOLUTION: In encoding processing associated with the embodiment, section groups divided such that continuous parts of video data 100 that is an encoding object overlap are encoded in parallel. Encoded video data are generated by combining the encoded section groups. Then, an encoding processing part has an input section B in the divided section groups, and encodes the section B from the head of the same, and detects divided points suitable for division of video data from among overlapping sections with a section A of a front stage of the section B.
