PROBLEM TO BE SOLVED: To provide a scheduling device for creating a schedule for efficiently operating a processor without assigning a processing scheduled time to a processor more than necessary. SOLUTION: A scheduling part 85 is provided with: a state information acquisition part 85h for acquiring state information as an index for calculating a processing time actually required for a decoding part 82 to perform decryption processing to first processing object data from the decryption part 82; and a schedule creation part 85f for calculating a processing time actually required for the decryption part 82 to perform decryption processing to the first processing object data based on state information, and determining a second processing scheduled time for enabling the decryption part 82 to perform the decryption processing to second processing object data based on the processing time, and assigning the determined second processing scheduled time to the decryption part 82, and creating a second schedule for enabling the decryption part 82 to perform the decryption processing to the second processing object data.
