PROBLEM TO BE SOLVED: To reduce power consumption in a radio terminal by reducing traffic in random access. SOLUTION: A base station 30 determines the next polling timing to the radio terminal 40 for each radio terminal 40, and notifies the radio terminal 40 of the determined next polling timing. The radio terminal 40 selects one of a random access method and a polling method as a data transmission method according to the next polling timing notified by the base station 30.
