<p><P>PROBLEM TO BE SOLVED: To provide a compression-coding preprocessing apparatus and compression-coding preprocessing program, capable of efficiently obtaining a high-versatility high compression code without depending upon the sight property of an observer. <P>SOLUTION: The compression-coding preprocessing apparatus 10 has: a frame memory 11 for storing an image signal; a clock signal generator 12 for generating a clock signal; a scene change detecting unit 13 for detecting a scene change; a motion region detecting unit 14 for detecting a motion region including a motion picture and outputting a motion region image signal 20; a motion vector detecting unit 15 for detecting a motion vector based on the motion region image signal 20; an appearance object detecting unit 16 for detecting an appearance object that appears on a screen; a saccade eyeball kinetic region detecting unit 17 for detecting a saccade eyeball kinetic region; a signal band limiting unit 18 for limiting a signal band; and a picture switching unit 19 for switching pictures. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
