PROBLEM TO BE SOLVED: To solve the problems wherein, since cosmetics and medicines require a least required amount of an antiseptic agent to be compounded therewith, trial production is required to be repeated many times and various tests for confirming preservation efficacy are required to be carried out until the amount is determined and that the preservation efficacy test takes about one month before the result is obtained requiring considerable time and cost. SOLUTION: A minimum concentration for inhibiting propagation of a bacterium is measured for each bacterium for a raw material exerting influences on antiseptic properties thereby to calculate an antibacterial index and a preservation efficacy test is carried out for a necessary recipe thereby to set a reference value based on the result of the preservation efficacy test. Thus, the compounded amount of the raw material necessary for antisepsis of a preparation to be newly prepared can be anticipated in advance, or alternatively the compounded amount of the raw material can be decided based on tests within a limited range, and therefore efficient commercial production becomes possible.
