A method and a running block device for replacing an electric wire of a power transmission line are provided to enable the convenient replacement of an electric wire by arranging a running blocks at a certain interval. A fixing axis is installed, facing a pillar(20). A semi-spherical ring(26a) is attached to the central portion of the pillar. An upper and lower rollers(21) is assembled on the fixing axis to be rotated freely. An opening and closing member(28) is prepared in the first and second link(22A,22B). The first and second links are coupled to each fixing axis in a state that the links are placed in the outer side of the roller. The opening and closing member receives a maintenance wire(12A) and a deconstruction wire(12B).
