A call available alarm device and a method thereof for calling when a called subscriber is able to speak by phone are provided to inform someone of the call available state by the calling customer by sensing when the receiver side was converted into the call available state. In case a forward call due to the call-impossible state of the called terminal is received, it informs with the call available of the called terminal and a mail server(500) sets up. In case it is set up to give publicity with the call available, a home location register(600) stores the telephone number of the called terminal on a waiting list. In case it has the location registration request from the called terminal, the home location register notifies to inform with the call available of the called terminal. In case it informs to give publicity with the call available, a call possible notification server(700) notifies of the call available state of the called terminal to the calling terminal of the conversion code.
