<P>PROBLEM TO BE SOLVED: To provide a method for preparing an emulsified or dispersed material which includes fine emulsified or dispersed particles and the quality of which is rarely deteriorated with the preservation time and to provide the emulsified or dispersed material obtained by the preparing method. <P>SOLUTION: The method for preparing the emulsified or dispersed material includes a step of injecting into the water phase with an oil phase, which contains a water-soluble organic solvent, at least one hydrophobic component and a surfactant of ≤0.1 mass% of the total mass of the oil phase, and which has ≥1,000 Reynolds number just before the oil phase is brought into contact with a water phase.
