PROBLEM TO BE SOLVED: To provide a navigation device, a navigation method, and a program capable of determining more accurately precedence for entering a crossing. SOLUTION: When one's own vehicle 2 approaches a crossing having no signal, a CPU 41 acquires the vehicle state of another vehicle approaching the crossing and the vehicle state of the own vehicle 2, and acquires information on the road state of each road constituting the crossing having no signal (S14:NO-S16). When the own vehicle 2 and another vehicle cross each other at the crossing, the CPU 41 determines whether one's own vehicle can enter preferentially or not, from the road state of each entering road to be entered respectively after the own vehicle 2 and another vehicle pass the crossing, and informs each driver of another vehicle and the own vehicle 2 of the result (S17-S20).
