PROBLEM TO BE SOLVED: To provide a steam producing device capable of reducing water expense in producing steam. SOLUTION: This steam producing device 1 comprises: an evaporator 2 having an environment water storing portion disposed on a position higher than a water level of the environment water for storing the environment water, reducing a pressure in the environment water storing portion by lowering the liquid level of the environment water filled in the environment water storing portion by hydraulic head pressure to evaporate the environment water; and a compression means 3 for compressing the steam generated by the evaporator 2.
