PROBLEM TO BE SOLVED: To provide an inquiry responding device, inquiry responding method and program, allowing reduction of effect of answer delay on the whole inquiry by concentration of a load of the inquiry on one window. SOLUTION: The inquiry responding device 100 has: a primary window 2a receiving the inquiry from the outside via a network; at least one technical upper window (a final window 2x) receiving the inquiry not allowing coping in the primary window 2a; and a window decision part 5 distributing the inquiry to one of the windows according to the load indicating the number of the reception inquiries received by each window. The window decision part 5 escalates the inquiry to the final window corresponding to the technical upper window when the number of the inquiries of the primary window 2a is in an overload state that it is more than the number of the predetermined processable inquiries.
