PROBLEM TO BE SOLVED: To provide high-quality service by guaranteeing the completion of priority traffic within a targeted period of time.

SOLUTION: An IP network signaling server 10 calculates CPU utilization by all priority calls using the preliminarily registered number of claim calls and the CPU utilization by one claim call. Furthermore, the IP network signaling server 10 calculates the CPU utilization by one normal call using a value calculated by subtracting the CPU utilization by all the claim calls from the CPU utilization by all the calls. Then, the IP network signaling server 10 calculates the number of normal calls acceptable in a next period by dividing a value calculated by subtracting the CPU utilization by claim calls per unit time from predetermined CPU utilization per unit time by the calculated CPU utilization by one normal call.
