PROBLEM TO BE SOLVED: To provide a program and a device for generating a forgery suppression ground tint having a high degree of freedom in a camouflage pattern. SOLUTION: In the ground tint image generation program for allowing a computer to execute a ground tint image generation process for generating ground tint image data comprising a latent image section and a background section having different output densities during reproduction, the ground tint image generation process has: a camouflage pattern registration process for inputting multi-gradation camouflage pattern data and storing the inputted multi-gradation camouflage pattern data in a memory; and a ground tint image data generation process for generating latent image section image data based on a latent image section screen in a region corresponding to the latent image section for the gradation value of the multi-gradation camouflage pattern data, and for generating background section image data based on a background section screen in a region corresponding to the background section.
