PROBLEM TO BE SOLVED: To provide a very thin and flexible image display sheet and a full-color color image display device inexpensively and easily providing different images, even color images, having image quality independent of deposits such as refuse, and not having directivity. SOLUTION: The image display sheet 10 has a structure having a composite core layer 1 formed by laminating a main core layer 12 and a core layer II3 provided with a light scatterer, and the image display sheet is created, displaying density of color by dimensions such as depths of uneven parts used as the light scatterer 4. Light from a light source 5 such as an LED chip is coupled to the composite core layer to carry out image display by the light scatterer. The light scatterer is formed by the computer-aided plotter.
