PROBLEM TO BE SOLVED: To provide a device and a method for testing the emergency stop of an elevator capable of checking the operation of an emergency stopping device while preventing any damage of a rope. SOLUTION: The device for testing the emergency stop of the elevator includes a car 1, a balancing weight 3 connected to the car 1 via a main rope 2, a hoisting machine 4 for hoisting and lowering the main rope 2, a speed governor 5 for detecting the elevating/lowering speed of the car 1, an emergency stop device 6 for stopping the car 1, and a link mechanism for operating the emergency stop device 6 when detecting the overspeed of the car 1 by the speed governor 5, and further includes a jack 14 for directly jacking the balancing weight 3, an encoder 9 for detecting, for example, the rotational angle of the hoisting machine 4 to detect whether or not any slackness occurs in the main rope 2 when jacking up the balancing weight 3 by a jack 14 while operating the link mechanism, and a control unit 15 for determining whether or not the emergency stop device 6 is operated according to the result of detection of the encoder 9.
