PROBLEM TO BE SOLVED: To enable residents of a disaster-stricken area to collect detailed information instantly through all communication media, to regulate call to the disaster-stricken area from surrounding regions in order to minimize damage from the disaster. SOLUTION: A local wireless communication system receives an area emergency wireless signal including disaster information and a first or a second control signal from a disaster prevention wireless system. When the received signal includes first control information, a gas shut-off signal is supplied for a gas safety device, an indoor monitoring means is used to monitor indoor circumstances, and the indoor circumstances are transmitted to a portable terminal via a communication network.
