PROBLEM TO BE SOLVED: To carry out steps of serially calculating the variations in the difference values of instantaneous flow rates output by a flow rate measuring means, determine the value of these variations and a prescribed flow rate pattern, set the optimal value of a continuing use time, based on a time period from an activation up to a control event and then, based on an integrated flow rate of control event intervals and gas flow rates, and issue an alarm, after the lapse of the continuing usage time and gas interruption. SOLUTION: An appliance specifying device 1 and a gas interrupting device are provided for specifying a gas appliance. The appliance specifying device 1 is disposed between the gas appliance and a power supply, and comprises an electric power measuring means 3 and a communication means 4. The gas interrupting device which is connected to a home gas supply line, comprises a gas interrupting valve 12; a communication means 13; a flow rate measuring means 5 for measuring the gas flow rates at a constant time interval; a calculating means 6 for obtaining a flow rate value; a memory means 8 for storing a comparison determination value of the appliance; and a discriminating means 7 for detecting/discriminating activation, control and stopping operations of the gas appliance to be used.
