PROBLEM TO BE SOLVED: To achieve reduction of power consumption and high speed step-up appropriately. SOLUTION: A charge-pump circuit includes a first switching element having one end connected with a precharge power supply and the other end connected with one end of a charge transfer capacitor, a second switching element having one end connected with a charge holding capacitor for taking out the output voltage and the other end connected with the other end of the first switching element and one end of the charge transfer capacitor, a section for applying a high level voltage and a low level voltage according to an input power supply while switching at a predetermined period to the other end of the charge transfer capacitor at the time of a first mode for stepping up the output voltage and applying a low level voltage to the other end of the charge transfer capacitor at the time of a second mode for stopping step-up of the output voltage, and a switching control section for charging the charge transfer capacitor with a precharge power supply by turning both first and second switching elements on at the time of second mode.
