PROBLEM TO BE SOLVED: To provide an image display medium that can display, while restraining color mixture, a drive device for image display medium, and to provide an image display device. SOLUTION: The image display medium 12 includes a display substrate 20 where a transparent substrate 14, a display side electrode 16 and a display side charge retaining layer 18 are laminated; a back substrate 28 where a substrate 22, a back electrode 24 and a back charge retaining layer 26 are stacked; two or more kinds of particle groups formed of first particles 30 positively charged and second particles 32 negatively charged, which are enclosed between the substrates; and a gap member 34 provided between the substrates. The display side charge retaining layer 18 and the back charge retaining layer 26 both retain negative charges, and have a function of shifting each threshold voltage characteristic so that the threshold voltage characteristics of the positively charged first particles 30 and the negatively charged second particles 32 do not overlap.
