PROBLEM TO BE SOLVED: To provide a preliminary discharge apparatus having excellent maintainability for a preliminary discharge surface and a preliminary discharge method. SOLUTION: The preliminary discharge apparatus includes a preliminary discharge plate 80 having the preliminary discharge surface 81 on which liquid body is applied in a preliminary discharge action in a coating apparatus. The preliminary discharge plate 80 is structured by detachably attaching a plate-like member 83 including the preliminary discharge surface 81 and a base member 82 to each other.
