A noncombustible panel using a phenol resin for reinforcing concrete and a glass fiber, a manufacturing method thereof, and a reinforcing method using the same are provided to improve the exterior of a joint and the adhesive effect on a reinforced portion. A noncombustible panel using a phenol resin for reinforcing concrete and a glass fiber is composed of a phenol resin composition(30) 28~40 weight%, and a glass fiber(20) 60~72 weight%. The phenol resin composition phenol resin 100 parts by weight%, phenol sulfonic acid hardener 5~15 parts by weight%, zinc stearate release agent 0.5~5 parts by weight%, aluminum hydroxide filler 15~100 parts by weight%, and amino epoxy silane catalyst 5~10 parts by weight%. One of talk silane and zinc stearate is added in the phenol resin composition.
