PROBLEM TO BE SOLVED: To provide manufacturing equipment for a packaging bag which enables the manufacture of the packaging bag upto the form of the packaging bag within the base while making a next, packaging rectangular film wait on the base and which not only achieves an improvement of the productivity but also makes possible space saving and miniaturization of the equipment, and to provide its manufacturing method. SOLUTION: The long film 12 is cut to a length of the packaging rectangular film 71 with the cutter 21, the rectangular film is mounted on the base 8 and then the free-ascendable/descendible folding plate 41, which is installed above the base and is relating to the double-folding forming means 4, is advanced in the base 8. By this, in the base 8, a pair of the conveyor belts 31a, 31b insert, between both belt surfaces 30, 30 provided on the vertical direction, the rectangular film 71 with a double folding formed therein. Further, with the advance of the folding plate or the movement of the conveyor belts 31a, 31b, the whole of this double-folded film 72 is sandwiched and erected by both belt surfaces 30, 30, and then both side edges or the vicinity of both side edges relating to the double-folded film is sandwiched by the sealers 51 to be heat-sealed.
