The device has a tape (40) spirally wound in a mass of chaffs (20) such that the chaffs are gradually liberated during unwinding of the tape, where the tape is formed of paper. A confinement band is wound around a packet of chaffs, where winding direction of the band is identical to a rotational direction formed by a fin. The band has a free end provided with a ballast, and the chaffs are housed in a container formed of two end shields that are parallelly and coaxially connected by a central trunnion (18).
