PROBLEM TO BE SOLVED: To prevent the inner peripheral surface of an engagement recess from being damaged by a tool. SOLUTION: A retainer 30 moves in the direction perpendicular to the depth direction of the engagement recess 15 between a temporary locking position and a final locking position. An operating part 38 for temporary locking and an operating part 39 for final locking, which face the back end face of the engagement recess 15, are formed by separating them in the moving direction of the retainer 30. The retainer 30 moves to the temporary locking position if the surface 38A facing the operating part 39 for final locking in the operating part 38 for temporary locking is pushed by the tool, and the retainer 30 moves to the final locking position if the surface 39A facing the operating part 38 for temporary locking in the operation part 39 for final locking is pushed by the tool. Even if the operating parts 38, 39 are positioned near the inner periphery of the engagement recess 15, it is not necessary to make the tool enter into a narrow gap between the operating parts 38, 39 and the inner periphery of the engagement recess 15.
