PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet having excellent corrosion resistance, blackening resistance and weldability, and a method for manufacturing the same, and to establish a new surface treatment technique as a substitute for chromatizing and phosphatising. SOLUTION: An aqueous surface treatment liquid containing water-soluble zirconium compound (A), a silicate compound (B) excluding water-dispersible silica and a silane coupling agent, quadrivalent vanadium compound (C), acrylic resin emulsion (D), nickel compound (E), and phosphoric acid compound (F), and containing these compounds so as to satisfy a mixing condition is applied onto the surface of the steel sheet subjected to metal plating and is dried, and thereby zirconium of 30 to 200 mg/m<SP>2</SP>is stuck onto the steel sheet.
