PROBLEM TO BE SOLVED: To obtain an image forming apparatus achieving miniaturization of the apparatus. SOLUTION: The image forming apparatus includes a latent image carrier 1, a latent image forming means 20, and a developing device 31. The latent image forming means 20 includes an irradiation part 21 irradiating the latent image carrier 1 with light having a short wavelength, an electrifying electrode 3 facing the latent image carrier 1 and arranged in a position where at least part of the light from the irradiation part 21 is made incident, and a voltage applying part 12 applying voltage between the latent image carrier 1 and the electrifying electrode 3. By irradiating the latent image carrier 1 with the light by the irradiation part 21 and ionizing air by light energy, a current flow path is formed between the latent image carrier 1 and the electrifying electrode 3, and then the voltage is applied between the latent image carrier 1 and the electrifying electrode 3 by the voltage applying part 12 to make a current flow in the current flow path. Accordingly, a latent image is directly formed on the latent image carrier 1. At least either the irradiation part 21 or the electrifying electrode 3 is arranged inside the latent image carrier 1.
