PROBLEM TO BE SOLVED: To provide a manufacturing method of a valve device and a valve assembly, capable of securing flow rate control even in a very small flow rate, by molding a seating part of a valve seat by copying the shape of a valve element. SOLUTION: A valve has the valve element 23 and a valve seat 22 for contacting with and separating from the valve element 23. A peripheral part of a valve hole 55 of the valve seat 22 is pressed by using the valve element 23. The peripheral part of the valve hole 55 is formed in the seating part 22a followed after a shape of a root part 52 of the valve element 23, and an orifice shape or an orifice diameter for determining the seating part 22a is formed by following a shape of the valve element 23. When opening the valve, since the valve element 23 separates from the seating part 22a followed after its shape, the opening area of the valve does not suddenly change when moving the valve element 23 even in a very small flow rate area, so that controllability in the very small flow rate can be secured equal to controllability in a flow rate not less than it.
