PROBLEM TO BE SOLVED: To prevent the occurrence of a security incident by effectively utilizing security information disclosed in the Internet.

SOLUTION: In an IP terminal 101, an information collection part 103 accesses a public institution site 118 or the like on the Internet and obtains a plurality of security data indicating security information. The information collection part 103 determines the reliability of a provision source of each security data and calculates the reliability of each security data according to the reliability of the provision source. A detection part 105 receives communication data from a communication apparatus 124 and detects the security data indicating security information defining the same feature as that of the communication data from the plurality of security data. A countermeasure part 106 displays prescribed information according to the reliability of the security data to urge a user to determine whether communication with the communication apparatus 124 is to be stopped or not.
