<P>PROBLEM TO BE SOLVED: To provide a fuel cell separator improved in adhesion between a separator substrate and a conductive layer. <P>SOLUTION: The fuel cell separator 22 to separate gas between adjoining fuel battery cells comprises: a separator substrate 24 formed by a titanium material or stainless steel; an oxide layer 26 which is formed on the separator substrate 24 and composed of a titanium oxide or a chromium oxide; and a conductive layer 28 which is formed on the oxide layer and composed of gold (Au) and the like.
