<P>PROBLEM TO BE SOLVED: To provide a developing device, wherein improvement in dispersion of toner in developer, improvement in mixing and agitation, and stabilization of toner concentration and an amount of electrification, are attained. <P>SOLUTION: The developing device includes: a developing section that uses two-component developer composed of toner and carrier and develops a latent image formed on the image carrier; and a developer agitating section that is disposed separately from the developing section, stores part of developer, and mixes and agitates it with supplied toner. The developing device is configured so that developer circulates in the developing section and developer agitating section. The developer agitating section 40 has agitating members 43 and 44 that agitate developer 70. One or more toner supply holes for supplying toner are disposed near the agitating member 44 in developer pool. The agitating members 43 and 44 have a rotation shaft extending in a vertical direction. While developer supplied from the developer supply port 33 falls by virtue of its gravity, the developer is agitated by the agitating members.
