PROBLEM TO BE SOLVED: To provide a turning device in which a turning moment is not applied to a turning post by a processing resistance, and also to provide a cylindrical grinder equipped with the turning device. SOLUTION: The rotation device is provided with the turning post 23 equipped with a plurality of tool shafts in a rotatable manner around a pivot shaft 22. Tools that are supported by a plurality of tool shafts are arranged in a way that processing reaction force generated during processing by tools supported by the tool shafts is directed towards the rotation center of the rotation shaft. The tools are composed of, for example, plunge processing cylindrical grinding stones 27, 28 supported on both sides by grinding stone holding means 33, 34 installed around the turning post. The grinding planes 27a, 28a of the plunge processing cylindrical grinding stones are arranged so that the rotation center of the turning shaft is included in a plane orthogonal to the grinding plane.
