PROBLEM TO BE SOLVED: To improve durability, and to prevent electromagnetic wave jamming, by impressing voltage on an electric viscous fluid in a rotary body, without arranging a conductive part by mechanical sliding contact with the rotary body. SOLUTION: Input side clutch plates 3a and 3b integrally rotating with a case 2 are arranged on an inner peripheral surface of the case 2 filled with the electric viscous fluid E. An output side clutch plate 4 is relatively rotatably arranged between the input side clutch plates 3a and 3b. A photoelectromotive element S integrally rotating with the case 2 is fixed to a sidewall surface of the case 2, and the photoelectromotive element S and the input side clutch plates 3a and 3b also serving as an electrode are respectively electrically connected. High voltage is generated and impressed on the electric viscous fluid E by irradiating to the photoelectromotive element S with the light, and a clutch is fastened. Thus, the durability is improved by eliminating the conductive part by the mechanical sliding contact, and the electromagnetic wave jamming by generation of a harmful electromagnetic wave can be prevented.
