PROBLEM TO BE SOLVED: To provide a composition capable of shortening a warm-up time and enhancing power-saving, regarding a heat roller of a fixing device for an image forming apparatus. SOLUTION: The heat roller 52 includes: a base body 31; a heating body 35; a first adhesion layer 46; a second adhesion layer 47; a heat-transfer layer 36; and a releasing layer 37. The base body 31 has a circular outline in cross-section. The heating body 35 includes a heater pattern composed of a plurality of lines, and generates heat with application of voltage. The first adhesion layer 46 and the second adhesion layer 47 are formed on one side and the other side of the heating body 35, and electrically insulative. The heat-transfer layer 36 is adhered to the heating body 35 through the first adhesion layer 46. The releasing layer 37 has high releasability against toner. The second adhesion layer 47, the heating body 35, the first adhesion layer 46, the heat-transfer layer 36 and the releasing layer 37 are disposed radially outward in this order from the base body 31.
