<p><P>PROBLEM TO BE SOLVED: To decode H.263-encoded bit streams by a simple configuration. <P>SOLUTION: When a first encoded bit stream is received, on the basis of image encoding information contained in the header information of the H.263 encoding system, image encoding information used for decoding the first encoded bit stream according to the syntax of a second encoded bit stream is determined, and on the basis of that image encoding information, the first encoded bitst ream is decoded in according to the syntax of the second encoded bit stream.
