PROBLEM TO BE SOLVED: To facilitate a sorted waste disposal or recycling of the binder implement by devising the binding implement to be attached to or detached from the spine of the binder. SOLUTION: The hole 11A and 30 are formed on the base 13 to be fixed on the spine 11 and on the inside surface of the spine 11 respectively. The fixing position of the base 13 is decided so that the hole 30 is coincident with the hole of the spine 11A and at this position the base 13 is fixed using the base fixing tool 14. The base fixing tool 14 is composed of: the hook member 43 having the perpendicular section 45B to be positioned inside the hole 30 and 11A, and the outside edge section 45A arranged in a connected row from the bottom end of this perpendicular section 45B; and a rotating member 44 to be combined with this hook member 43. The base 13 and the spine of the binder 11 are joined together with the rotating member 44 and outside edge section 45A by keeping the outside edge section 45A to be next to the outside surface of the spine 11 and changing the position of the rotating member 44 to be approximately at a horizontal position.
