PROBLEM TO BE SOLVED: To provide a remote control monitoring system with high reliability to improve security in a network. SOLUTION: A gateway 1 performs polling using an HTTP to a center server 2. The center server 2 transmits the command of a control request or a monitor request to the gateway 1 by a response packet in response to the polling. When receiving the control request command by the response packet, the gateway 1 transmits a control-request response command for confirming the reception by a request packet. When receiving the monitor request command, the gateway 1 transmits a monitor-request response command that indicates the change of state of a monitor-object apparatus 5 connected to a local bus 4, by the request packet.
