PROBLEM TO BE SOLVED: To safely operate a train while reliably securing on-rail information for the train in each closed section even if a partial device failure or an electric failure occurs in a train control system using radio communication. SOLUTION: An ATC device 2b in a main system provided in a closed section BT transmits information including the existence or the absence of an on-rail train which is created by itself via a transmission passage 5c to an input/output channel ch2 for an ATC device 3b in a following system and to an input/output channel ch1 for ATC devices 2c, 3c provided in a frontward closed section CT, and via a transmission passage 5b to the input/output channel ch2 for ATC devices 2a, 3a in the main and following systems provided in a closed section AT and to the input/output channel ch1 for the ATC device 3b in the following system. The ATC devices 2a-2c in the main system provided in the closed sections perform such information transmitting processing in sequence so that the ATC devices in the neighboring closed sections hold on-rail train information.
