PROBLEM TO BE SOLVED: To detect the occurrence of accidental fading out of flames and cut off gas by monitoring difference values of quantity rates when an appliance having no mounted incomplete combustion preventing device is used. SOLUTION: A control means 10 monitors the difference values during the operation of the appliance on the basis of difference values computed by a computation means 6 and output from a determination means 8, determines the detection of accidental fading out when an absolute value of the difference values has fallen to a prescribed value or below and continued to do so for a prescribed time period, and outputs it to a cut-off means 2 to cut off gas.
