<p><P>PROBLEM TO BE SOLVED: To make countermeasures to a new event more prompt and appropriate under environment where a flow rate measuring device is being used. <P>SOLUTION: In a gas meter 100, an ultrasonic flow meter 104 measures the flow rate of gas flowing in a passage 102, and a new event detecting unit 108 detects the occurrence of a new event that does not exist under the previous use environment from a measured flow rate pattern under the use environment of fluid. A transmission/reception unit 110 transmits a new event signal indicating the new event detected by a new event detecting unit 108 to a center device 200 via a network 300.
