PROBLEM TO BE SOLVED: To provide a skin-protecting composition for improving skin roughness, enhanced in humidity-retaining and skin protecting effects by improving feelings in use such as sticky and slimy feeling. SOLUTION: The skin-protecting composition contains a fluorine-based polymer and a polyhydric alcohol. The fluorine-based polymer is selected from a group having a perfluoropolyether group or a perfluoropolyether group having a modified terminal group. Particularly, a perfluoropolyether group having a phosphate group-modified terminal group is preferable. The polyhydric alcohol is not limited as far as it is used as a conventional pharmaceutical, a quasi drug and a cosmetic, but one selected from the group consisting of 1,3-butylene glycol, diglycerol, glycerol, dipropylene glycol, propylene glycol, polyethylene glycol, diglycerol trehalos, sorbitol and maltitol is preferable.
