PROBLEM TO BE SOLVED: To provide an optical control deve which can be manufactured in a relatively simple method, has a high-speed responsiveness, is less restricted in composition materials, and prevents a short circuit between electrodes. SOLUTION: The optical control device 8a includes a nonlinear optical layer 4 changing optical characteristics of incident light and emitting the light with changed optical characteristics, a nonconductive layer 3 having a sufficient refractive index difference from the nonlinear optical layer, and a counter electrode 5 effecting an electric field to the nonlinear optical layer 4 so as to change the optical characteristics.
