An apparatus and a method for allocating resources in a radio packet access system are provided to obtain an early termination gain while minimizing a control information signal amount through a downlink. A base station checks terminals using a VoIP(Voice over Internet Protocol) service to form a pairing group(501). The base station allocates resources to each terminal included in the pairing group by using a persistent scheduling method(503). The base station checks whether a boundary of terminating a repeated pattern period is reached(505). When the boundary of terminating the repeated pattern period is reached, the base station checks ACK/NACK signals transmitted to a user terminal included in the pairing group(507).
