PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing an insulated wire, wherein even if an electron irradiating device is provided, it does not become a large-sized facility, and also electron beams can be efficiently irradiated. SOLUTION: This manufacturing method for the insulated wire 2 includes a first process to half cross-link pellets 9 by irradiating a smaller quantity of electron beams than a required quantity of irradiation to the pellets 9 charged to an extruder 3 by using the electron beam irradiating device 13 for pellets, a second process to coat an insulating material 8 in a partially cross-linked state on a conductor 7 by extruding half cross-linked pellets 14 to the outside of the conductor 7 after kneading the pellets by the extruder 3, and a third process to irradiate the insulating material 8 with the remaining part of the electron beams in the partially cross-linked state which is formed by coating it on the conductor 7 by using the electron beam irradiating device 18 for the insulating material.
