PROBLEM TO BE SOLVED: To provide a pneumatic radial tire improved in workability in a tire forming process on the formation of a belt reinforcing layer in the tire circumferential direction from steel cords, and also to provide a manufacturing method thereof. SOLUTION: This pneumatic tire 10 has: a pair of bead parts 11; side wall parts 12; and a tread part 13 continued to the side wall parts 12, and also has: a carcass 1 toroidally extending, riding over between the pair of bead parts 11; a belt layer 2 arranged outside in the tire radial direction in a crown part; and a belt reinforcing layer 3 arranged outside in the tire radial direction. The belt reinforcing layer 3 is formed by winding a ribbon-like strip material formed of a plurality of steel cords and a coating rubber coating the steel cords, in the tire circumferential direction. The S-twisted and Z-twisted steel cords having the same cord diameter and made of the same material, but different in the only twisting direction, exist together in the strip material.
