An IC card, an IC card payment system, and a payment method using the system are provided to enable a user to confirm a user authentication procedure directly with the user's own portable terminal instead of via other institution, thereby preventing illegal usage of a card. A portable terminal(10) includes a reader unit of an IC card, and performs user authentication of the IC card by the reader unit. An IC card(20) performs contact or non-contact communication with the reader unit, and conducts card activation through the user authentication. A payment terminal(30) pays for the activated IC card. The reader unit is embedded in the portable terminal, or detachably attached to the portable terminal. The reader unit stores a token key for activating the IC card. |
