PROBLEM TO BE SOLVED: To provide a method for modifying the surface of a powdery substrate, which can uniformly modify the surface of the powdery substrate by sufficiently and uniformly depositing scattered particles onto the powdery substrate. SOLUTION: The method for modifying the surface of the powdery substrate, which irradiates the surface of a target with a laser beam to form the scattered particles, and deposits the scattered particles onto the powdery substrate includes irradiating the surface of the target with the laser beam, while rolling the powdery substrate, and thereby depositing the scattered particles onto the rolling powdery substrate.
