PROBLEM TO BE SOLVED: To enhance security against theft even when a file access restriction by a user terminal alone is executed. SOLUTION: When a carrying-out request occurs, a user terminal 10 obtains and retains carrying-out permission information, including an access condition of a file 16 and a validity period, by connecting to a management server 20. If an access request to the file 16 occurs in a connection disabled state to the management server 20, the user terminal 10 requests input of authentication information (B), and permits accesses to the file 16 if the input authentication information (B) matches the access condition of the carrying-out permission information and the validity period of the carrying-out permission information does not expire.
