PROBLEM TO BE SOLVED: To appropriately remove a residue, which remains on the surface of an image-holding member after transferring, by means of a cleaning device that uses two brushing members. SOLUTION: A cleaning device 30, which removes a residue remaining on the surface of an image-holding member 2, after an toner image is transferred, is provided with a first brushing member 31 which contacts the image-holding member on the upstream side in its moving direction; and a second brushing member 32 which contacts the image-holding member on its downstream side in the moving direction. When bias voltages which are different in polarization are to be applied to the first and second brushing members, a toner's frictional charging level is made between those of the first and second brushing members, and bias voltages on a polarization side, at which the frictional electrification level is higher than that of the toner, is applied to the first and second brushing members.
