PROBLEM TO BE SOLVED: To provide a technology capable of improving the readability of characters by eliminating an influence of a background color in a scan image. SOLUTION: This image processing device comprises a character portion extracting means for applying binarization processing to a scan image and extracting a character portion CP that is a portion corresponding to a character separately from a background, and a determination means for determining a character color that is a representative color of the relevant character portion CP. The image processing device determines a first color V1 that is a candidate for a color of the character portion CP based on a color component value of the character portion CP. The image processing device then determines, as a representative color (character color) of the character portion CP, a second color V2 obtained by correcting the first color V1 so as to enlarge a difference between the first color V1 and a background color VB that is a color of the background.
